After narrowly passing the House of Representatives on Saturday, a piece of legislation that would establish a carbon emissions standard for transportation fuels used in New Mexico and create a marketplace for carbon credit swaps in the state headed back to committee Thursday, where supporters, opposers and legislators debated for more than an hour.
